I thought I replied already but I guess it disappeared.

Most likely he paints over his pencil drawing then inks it. I would think the watercolors would make the ink bleed all over the place, unless he has a special pen...

Makes sense! I'm actually going to do my first watercolor piece this weekend and was wondering how I was going to handle the inking. I think India ink would be the best bet because I have a feeling that the pigment markers will bleed or smear once I paint over them.

Well make sure you test it out on a separate peice of paper first.
If you paint with watercolor first, let it dry completely, then ink over top of the paint it will come out fine. Depending on how dark you make your watercolors, you should still be able to see the pencil underneath the watercolors.
By the way did you see that Loish put out a 2010 calendar? Im soooooo getting it!!! It's like 10 shades of awesome.
